Training for Peace Programme Supports African Union's High-Level Review of Governance, Peace and Security Frameworks

As the African Union's High-Level Review of Frameworks on Governance, Peace and Security kicks off from September 1 - 5, 2025 in Nairobi, Kenya, the Training for Peace (TfP) Programme is playing a central role in this crucial event.  As a longstanding technical knowledge partner to the AU Department of Political Affairs, Peace and Security (D-PAPS), the TfP is supporting the convening of the review and providing expert inputs and technical support for this transformative continental agenda.

In February 2025, the Assembly of AU Heads of State and Government mandated a comprehensive review to recalibrate the AU's frameworks on governance, peace and security. The High-Level Review comes at a pivotal moment to shape Africa’s response to increasing governance, peace and security challenges. Despite significant gains made in advancing peace and security on the continent, Africa continues to grapple with persistent conflicts, unconstitutional changes of government, weak democratic institutions, violent extremism, terrorism, and growing climate-related insecurity.

The review will focus on the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA), along with key initiatives such as the AU Master Roadmap on Silencing the Guns. It will also integrate cross-cutting priorities including women, youth, children, and climate security. Further, tt will analyze the implementation trajectory of existing frameworks, assess their relevance against evolving threats, evaluate their effectiveness and impact, and propose SMART policy recommendations aligned with contemporary conflict dynamics and geopolitical realities. The review, which will be conducted by a panel of five eminent African personalities and supported by thematic experts and technical resource persons, represents a critical opportunity to strengthen Africa's capacity to address complex governance and security challenges.

Over the past 30 years, the Training for Peace Programme has established itself as a vital partner to the AU's peace and security efforts through various initiatives, including supporting the D-PAPS with the development of key knowledge products; the establishment of a digital repository; targeted capacity strengthening for staff of D-PAPS Additionally, TfP Partners have engaged in important advocacy initiatives on the AU’S critical agency in addressing contemporary security challenges.

The High-Level Review aligns with Agenda 2063, the AU's long-term development blueprint, particularly Aspirations 3, 4, and 7, which envision an Africa of good governance, peace and security, and global influence.

As the Training for Peace Programme begins its next three-year strategic phase, the TfP Partners remain committed to supporting the AU in its journey towards progressive governance and sustainable peace and security on the continent.
