ISS/TfP participates in the "Use of Force in Peace Operations" workshop in support of the UN High Level Panel on Peace Operations

The purpose of this workshop was to bring together a diverse and knowledgeable set of individuals to collectively discuss issues related to the Use of Force in United Nations (UN) and non-UN peacekeeping operations as an input to the work of the UN High-level Panel on Peacekeeping Review appointed by Secretary-General Ban Ki-moon.  The workshop was held on 18 February 2015 in Amsterdam, Netherlands.

This workshop was organised by the UN Panel on Peacekeeping Operations in partnership with the Clingendael Institute, and funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The intention was to have a small gathering (25-30 expert participants) to allow for a frank, off-the-record discussion among the participants, including those with in-depth experience in the Use of Force in peacekeeping  operations. ISS/TfP was represented by Andre Roux, Senior researcher and training coordinator, who prepared a paper on “Performance Accountability and Duty of Care ”, which unpacks the issues of the challenges of Command and Control in UN Peace Support Operations, as well as Operational Deployment Influences on Troop Contributing Countries (TCCs) and Police Contribution Countries (PCCs).
