ISS/TfP continues its support to AU Post Conflict Reconstruction and Development and the African Governance Architecture

Post Conflict Reconstruction and Development (PCRD) and the African Governance Architecture (AGA) are critical tools for the African Union (AU) in achieving its goals of providing long-term support to societies and countries coming out of conflict. With that aim, ISS/TfP has been providing direct support for the past two years to both AU PCRD and AGA. With the aim of ensuring continued support to both frameworks, ISS/TfP held several meetings with PCRD and AGA stakeholders in Addis Ababa, from 30-31 March. The meetings allowed both AU and ISS to discuss how ISS/TfP can continue supporting their work and implementation in the new phase of TfP, and also how ISS/TfP can play a role in ensuring strengthened AU frameworks in relation to peacebuilding and governance in Africa.In its meeting with AU PCRD team, ISS/TfP discussed avenues to continue the support that it has been providing to AU’s PCRD Unit. In 2015, as per request of AU PCRD, ISS/TfP conducted studies assessing peacebuilding and PCRD processes in Mozambique and Central African Republic (CAR). The papers are in final stages of production and will be published in late April 2016. In 2016, ISS/TfP will continue providing support to AU PCRD, particularly in the areas of applied policy research and analysis, and specific areas of support are still under discussion. This support is expected to ensure that AU PCRD is strengthened and further reflection is held on what has been achieved in the 10 years since the development of AU PCRD framework.

In 2014, ISS signed an MOU signed with the AU. While the MOU provides a broad framework under which ISS provides its support to AU, AGA is presented as one of the critical areas of expected support. In discussions in March, ISS/TfP will continue providing support in the conceptualization, reflection and strengthening of AGA as a whole. Stakeholders engaging with AGA, both within and outside of the AU, stated the importance of ISS/TfP support and how it can support a strengthened understanding of its potential opportunities. In particular, ISS/TfP work will be critical in the support for increased linkages between AGA and African Peace and Security Architecture (APSA), especially in relation to the work of the interdepartmental task force to the implementation of AGA. ISS/TfP will also engage in furthering the linkages between AGA at AU and Regional Economic Communities (RECs) levels, with a specific focus on ECOWAS and IGAD.
