NUPI hosted a seminar which gathered research institutes, and multilateral institutions including representatives from the UN and AU, to explore the possibility of establishing a research consortium to research the effectiveness of peace operations. The establishment of such a consortium responds to the growing pressure to justify the effectiveness and cost efficiency of UN peacekeeping, which has become particularly acute under the new Trump administration. During two workshops hosted by NUPI in the lead up to the High Level Independent Panel on Peace Operations (HIPPO), in Dhaka and Addis Ababa, it became clear that there was a lack of research that generates evidence that can be used for assessing the effectiveness of specific peace operations, or peacekeeping in general. The seminar thus brought together prospective members of such a research consortium to critically discuss how to research and measure effectiveness using a common methodology, as well as the potential modalities for establishing such a consortium.
